We do not have “Commercial driver lisense controled by DMV ” in japan , but US has it.
Mlit in Japan does not give a person who wan’t to get lisence of driving trucking and coach as ” a commercial driver” . Police dep does give a commercial driver’s lisence to them and they are keeping the database of registered commercial drivers.
Therefore, Department of administration for trucking and coach business do not reach Fact of commercial drivers’s violation like drug driving and alcohol driving directly.
Drug and Alcohol Clearinghouse for commercial drivers
Simply this rule is that
- Employers must query the Clearinghouse for current and prospective employees’ drug and alcohol violations before permitting those employees to operate a commercial motor vehicle (CMV) on public roads.
- Employers must annually query the Clearinghouse for each driver they currently employ.
Vermont DMV has announced that FSMCA will starts “Drug and Alcohol Clearinghouse” in November 2024 .

I think the consept is defferent between US and Japan . Their context is ” Professional commercial driver has each independent personality and skills , sometimes do violation but they can return to driving.
This idea ” Drug and Alcohol Clearinghouse” shoud be reffered to Japanese DUI regulation for professinal driver separated from Police dep and DMV shoud control “proffesinal driver qualification” on their responsiblity , not only retire driving work by each employer(company), because people who violate DUI moved to next company without checking their violation carrier.
